Heart of the Hill


Downtown Cedar Hill is at an exciting crossroads. The Heart of the Hill will build on past planning efforts to bring the community’s shared vision to life—creating an even more vibrant, walkable, and welcoming downtown.

Through this action plan, the City and community will work together to identify development solutions for city-owned land, strengthen support for Cedar Hill’s unique small businesses, enhance the downtown experience, and prioritize opportunities for the public to be part of the process every step of the way.

The Heart of the Hill will focus on turning ideas into action—guided by market realities, community values, and a commitment to preserving what makes Cedar Hill unique.

UPDATE ON DOWNTOWN PHILLIPS PROPERTY

For many years, a vibrant and distinctive historic downtown has been a priority for Cedar Hill residents. In 2018, the City entered into a development agreement with Lake Moreno Partners for a mixed-use development project at W. Belt Line Road and Broad Street. The project would have redeveloped existing buildings at the old Phillips Lumber site for retail, restaurant, and office space in downtown Cedar Hill. 

In the six years since the initial agreement was approved, environmental and COVID-related challenges have impacted the project. Construction began in early 2023, but stopped abruptly and did not resume. Since that time, the City has worked closely with Lake Moreno Partners on a path forward for the project. 

The City has reached an agreement with Lake Moreno Partners to transfer ownership of the property back to the City, along with the utility improvements and architectural and engineering plans that have been completed. While we are disappointed to share that the project will not move forward with the current developer, we are already working with our economic development team on a plan to develop a project that will meet the community’s goals for a thriving downtown Cedar Hill. In the meantime, we will continue to invest in a vibrant and walkable downtown through street, sidewalk, and park improvements; inviting programs and events; and engagement with existing downtown merchants.
