January 2018 - Project Update and Schedule
Happy New Year!
Most of the barricading along Mansfield Road will be removed the first week of January 2018. The construction workplace reduced speed zone will also be removed for the majority of project. Please note that in addition to the Mansfield Road project, under a separate contract, we are constructing a City of Cedar Hill monument on Mansfield Road at Lake Ridge Parkway. Due to the monument construction, westbound Mansfield Road (travelling towards Lake Joe Pool) in the area of Lake Ridge Parkway will still have a construction reduced speed zone of 35 MPH.

Weather and other complications have delayed the completion of bike lane striping and hike & bike trail pavement markings. However, the remaining Mansfield Road improvements are essentially complete. There will be additional localized barricades and mobile traffic lane restrictions associated with the bike lane and hiking trail pavement marking. Weather permitting, we are hopeful to have the Mansfield Road improvements complete in January.
As always, please drive carefully and observe the posted speed limits, especially within remaining construction zone areas.

November 2017 - Project Update and Schedule
The Mansfield Road construction project is nearing completion. A few areas of concrete repairs have been identified. Construction removal / replacement is underway. The largest area for concrete replacement is on westbound Mansfield Road, east of Lake Ridge Parkway. Additional noted repairs are taking place on eastbound Mansfield Road at Royal Vista Drive. The detour for through traffic will shift to accommodate the concrete replacements. We are hopeful to have the concrete replacement completed by the end of the month.
In early December following the concrete pavement replacement, we will begin layout and setting temporary markings for the installation of the street pavement striping. This process will take a few days and the installation of the permanent pavement markings will require a few days of dry weather. We are hopeful the pavement marking installation will be complete by mid-December, at which time the street will be generally be open for two way traffic in each direction including bike lanes.
Under a separate contract, we are starting the construction of a monument entrance sign in the median of Mansfield Road at Lake Ridge Parkway.

August 2017 - Project Update and Schedule
The construction activities have slowed down with the summer heat. We have essentially completed all of the concrete street construction. In order to maintain traffic, the stamped and colored concrete crosswalks were poured in multiple sections crossing the street. Unfortunately, the colors do not match and some will need to be redone. We anticipate this crosswalk replacement to begin in August and likely continue into September.
Oncor Electric has scheduled the installation of streetlight poles to take place in August. There are 45 new streetlight poles to be installed. The streetlight pole installation will likely take about two weeks. Expect traffic delays during this installation. Notification will be sent through Notify Me.
There is still a lot of work remaining in the median and parkways. Please continue to drive carefully.

June 2017 - Project Update and Schedule
We are near completion of the final concrete placement for the hike and bike trail along the north side of the project.We continue to install grass and landscape amenities throughout the project.
In the City of Cedar Hill, as in many cities throughout Texas, the streetlights are installed and maintained by Oncor Electric. Oncor is in the final stages of preparation for the installation of streetlights along the new section of Mansfield Road.
There is still a tremendous amount of miscellaneous work to be completed. Please continue to drive carefully and cautiously, especially around the various construction workers.

May 2017 - Project Update and Schedule
We are in the final stages of the Mansfield Road construction. However, there are numerous items yet to complete: clean up, landscaping, grass seeding, stamped crosswalk installation, mail box installations, and additional miscellaneous work.We recently switched eastbound Mansfield Road traffic to drive on the new eastbound bridge over Baggett Branch Creek. Both directions of Mansfield Road traffic now drives on the correct side of the street throughout the length of the project.
We began installing pedestrian hand rails on the bridge. Construction of architectural brick columns complementing the pedestrian hand rails is scheduled in May.
Sidewalks and the hike and bike trail construction continue in various locations throughout the project.
In areas with residences fronting Mansfield Road, grass sod between the sidewalk and the street has begun. The parkway area between the sidewalks and the private property will be grass seeded by hydromulch.
Median landscaping and parkway landscaping construction continues.
Your patience, understanding and tolerance of the construction disruptions are greatly appreciated. At this point, we are hopeful the major construction items will be substantially complete by mid-summer with only minor localized work remaining.
Drive carefully and please continue to be mindful of the construction worker safety.

The majority of the trees and shrubs have been planted and crews have begun planting the ground cover in the medians.The construction of the second bridge over Baggett Branch Creek has progressed very well.

March 2017 - Project Update and Schedule
Lake Ridge Parkway at Mansfield Road is scheduled to reopen to vehicular traffic on Monday, March 6, 2017. New intersection signal lights will be activated with the opening. Sometime after the morning rush hour, barricades on Lake Ridge Parkway will be removed allowing direct access to and from Mansfield Road.The new signal light at Lake Ridge Parkway and Mansfield Road will be set on flashing mode for about two weeks. As a friendly reminder, state law requires vehicles to stop for blinking red lights. Please continue to be patient and drive carefully.
Throughout the month of March, we will continue construction on the bridge over Baggett Branch Creek. We made good progress on the bridge during February including installation of the new bridge beams.
Bridge construction is anticipated to be complete early April 2017.
Hike and bike trail construction, sidewalk construction, drive aproach construction and various other concrete construction oeprations continued throughout the length of the project. These operations will cotninue until project completion.
Landscape soils and plant installation will continue through April.
Back in November, a wild flower seed mix was planted along the Cedar Hill State Park side of Mansfield Road. Bluebonnet seeds have a husk which must be broken before the seed germinates. Some seeds germinate the first planting year and some stay dormant. This allows the bluebonnets to survive through harsh spring conditions and emerge in full force the following spring. A few bluebonnets have already begun making an appearance.
Finally, as a friendly but very serious reminder, please continue to drive cautiously., Thousands of cars drive through the construction on any given day. Distracted drivers, speeding drivers, and otherwise non-defensive drivers pose a potential safety threat to everyone. Your patience, cooperation, and caution is greatly appreciated.

February 2017 - Project Update and Schedule
Lake Ridge Parkway remains closed at Mansfield Road. For a detour map and general information, please see the January 2017 updates below.January started off as a wet month which limits construction activities. At Lake Ridge Parkway intersection, we removed most of the remaining old street pavement. Underground electrical conduit, signal light pole foundations, and cement treated base materials were installed.
In February, there will be several phases of concrete pavement installation at this intersection. After a few of the pavement phases are complete, eastbound Mansfield Road traffic detour will be switched over to allow driving on the future eastbound lanes between Anderson Road and Lake Ridge Parkway. After the detour switch, the last section of temporary pavement will be removed and we will complete the last phases of the intersection pavement installation. At this point, we are still optimistic of reopening the intersection as early as March 6, 2017.
We continue to work on the installation of driveways, irrigation, electrical conduits, and the hike and bike trail in various locations throughout the project.
We have made significant progress on the construction of the second Mansfield Road bridge over Baggett Branch Creek. Several months remain in order to complete this bridge construction.
We are beginning and will continue installing landscape soil in the median. By the end of March we hope to have begun installing trees and landscape shrubs along the project.
Please remain mindful of the 35 MPH speed limit through the Mansfield Road construction area. The construction area remains a double-fine speeding ticket zone.

January 2017 - Project Update and Schedule
Monday, January 9, 2017 - Lake Ridge Parkway is scheduled to be closed at Mansfield Road.Two-way traffic will be maintained on Mansfield Road. Lake Ridge Parkway traffic to and from Mansfield Road will be detoured to utilize Lakeview Drive.
Lake Ridge Parkway will be closed between Mansfield Road to the north side of Point View Drive. Lake Ridge Parkway will remain open between Point View Drive to Lakeview Drive. This will maintain local access from Lake Ridge Parkway to: Fountainview Boulevard, Point View Drive, Lake Cove Drive, and the Lake Ridge Property Owners Association office.
Weather permitting, Lake Ridge Parkway at Mansfield Road could reopen as early as March 6, 2017. Your continued patience is greatly appreciated as we continue the construction of these needed infrastructure improvements.
As a friendly reminder, the Mansfield Road speed limit through the construction area remains at 35 MPH. Although you may be driving on new concrete, this is still a very active construction project. For the safety of the general public and construction workers, please restrain the temptation to drive over the posted speed limit.
Please be aware, the construction area remains a double-fine speeding ticket zone.
Construction activities update:
The most notable recent accomplishment may be the activation of the intersection signal light at Mansfield Road and Lakeview Drive. This intersection is now illuminated at night by LED streetlights which were included with the intersection signal light installation.
We will continue to install planting soil in the median, drive approaches, sidewalks, and the hike and bike trail.
Mansfield Road traffic is now traveling on the new bridge over Baggett Branch Creek. The old Baggett Branch box culvert has now been removed. Again, weather permitting, the construction of the second bridge will begin this month, and will last several months.
Please continue to drive cautiously, expect delays, changing detours, construction disruptions and be patient with construction operations.

December 2016 - Project Update and Schedule
During the month of November, we worked on the future westbound pavement, roughly between Belt Line Road and Robin Road. In this area, the old street pavement was removed, the area was regraded, the subgrade lime stabilized, and much of the paving was installed.We will also begin/continue placing fill material, drive approaches, sidewalks, and sections of the hike and bike trail in this area.
Tentatively, on Monday, December 5, 2016, a traffic detour modification will be implemented basically separating the eastbound and westbound traffic, between Royal Vista Drive and Mystic Shore Drive. In this reach, the westbound traffic will be shifted to drive on the new westbound concrete pavement, and eastbound traffic will continue driving on the new eastbound pavement. Basically east and westbound traffic will be separated by the new median in this section of roadway.
Mystic Shore Drive will be closed at Mansfield Road.
In addition, the traffic light at Mansfield Road and Lakeview Drive will be activated and will begin flashing red in all directions. Please drive cautiously as people adjust to the new signalized intersection.
With this traffic detour, traffic will be driving on the new bridge over Baggett Branch Creek. We will begin removing the old box culverts and begin installation of the future new eastbound bridge.
We are tentatively scheduled to close Lake Ridge Parkway at Mansfield Road on January 9, 2017. We will post a notice and updated schedules as the closure schedule is refined.
Finally, during the month of November, we regraded the slope on the north side of the roadway, between Mystic Shore Drive and Anderson Road. Much of this slope is the back side of Cedar Hill State Prk. A wildflower seed mix was applied to this slope which consists of about 36 native wildflowers and native grasses.
Through the chaos of construction, holidays, and daily schedules, the seeds germinated and the first cycle of seasonal native plants, colors and, in time, flowers begin.

November 2016 - Project Update and Schedule
During the month of October, reinforced concrete pavement was installed on a one-mile stretch of the future westbound Mansfield Road. This newly paved section extends approximately from Robin Road to Mystic Shore Drive.Pavement was installed on Robin Road.
The traffic detour was modified at the Mansfield Road / Belt Line Road intersection switching two-way traffic to the south side of the roadway. The removal of the old street pavement in the area of this traffic detour modification has also begun.
Irrigation, driveway approaches, sidewalks, and other miscellaneous items were also worked on during the month of October.
The plan for November is to continue the pavement operations on the Belt Line Road intersection end of the project. This pavement operation work will very easily extend into mid-December and beyond as we enter the time of year with shorter daylight hours and cooler, rainy weather.
Along the one-mile section of installed westbound pavement, we will work on installing driveway approaches, median opening pavement, placing fill in the parkway, and various other items.
We will complete the main lane westbound concrete pavement, between Mystic Shores Drive and the new bridge over Baggett Branch Creek.
At the Lake Ridge Parkway end of the project, we will continue working on irrigation and landscape items.
At this point, we do not anticipate the pavement work at the intersection of Lake Ridge Parkway and Mansfield Road will begin during the month of November.

Traffic Detour Change Scheduled Monday, October 31, 2016
On Monday, October 31, 2016, two-way traffic on Mansfield Road will be maintained, however the following detour modifications are scheduled to be implemented.- Westbound traffic will merge into one lane prior to the construction limits.
- At the Mansfield Road/Belt Line Road intersection, westbound traffic will transition from the north side of the median to the south side of the median.
- Detour modifications will also occur near the area of Mansfield Road at Robin Road intersection.
Please be aware that the construction area reduced speed zone has been extended.

October 2016 - Project Update and Schedule

September 2016 - Project Update and Schedule
During the month of August, we began work on a retaining wall in the 1900 block of Mansfield Road. This wall should be completed in September.We completed the rough filling of the street subgrade for most of the remaining future westbound traffic lane and began the subgrade preparation which includes breaking up the subgrade, adding lime, and mixing the lime into the subgrade soils.
Following the lime subgrade mixing process, the subgrade will be compacted and a 2-inch layer of asphalt installed. This will form the subgrade for the construction of the reinforced concrete street pavement. We are hopeful to resume paving operations in September and complete much of the future westbound Mansfield Road street pavement between Robin Road to just past Mystic Shore Drive. This will connect the new bridge with the pavement to the west.
Through August, we also worked on underground electrical, strom drainage, irrigation, sidewalks, and general filling and grading.
The closure of Lake Ridge Parkway and Mansfield Road is not anticipated to begin until the latter part of September, at the earliest. We will post updates of the closure as the time nears and we have a firm date.

The alignment of Robin Road at Mansfield Road will temporarily shift to the west about 100 feet. Please follow barricading and signage.
Robin Road at Mansfield Road is in the initial stage of street reconstruction. The street is being excavated, one side at a time. Two-way traffic on Robin Road will run on one lane of the street and be self-regulating. Traffic will switch from one side to the other, back and forth, as different phases of the work progress.
With cooperative weather, we will start the concrete pavement operations next week. The street will be paved one side at a time with two-way traffic running on the opposite side. If things go well we should be complete with the Robin Road street reconstruction about September 9, 2016.

August 2016 - Project Update and Schedule
During July, there were several construction items which made notable progress.Between Mystic Shore Drive and Robin Road, we completed the concrete pavement on the south side of the roadway. Mansfield Road traffic is now driving on new concrete street pavement in this area. Storm drainage utility work, excavation, fill and sidewalk work remain ongoing.
Around the same time, the traffic is switched to drive on the new bridge, we will be closing Lake Ridge Parkway at Mansfield road. Lake Ridge Parkway traffic to and from Mansfield Road will be diverted to Lakeview Drive. Two-way traffic will remain on Mansfield Road. Our best estimate at this time is for this closure to occur in the first half of September. Lake Ridge Parkway will likely be closed for six (6) weeks.
Please note, all construction schedules assume hundreds of smooth construction operations including cooperative weather. Needless to say, the construction schedules are subject to change.

July 2016 - Project Update and Schedule
Construction progressed significantly during the month of June. Bridge beams and the concrete bridge deck were installed on the future westbound bridge over Baggett Branch Creek.
Between Anderson Road and Baggett Branch Creek, a section of the future 12'-wide hike and bike trail was installed. Major sections of the future eastbound concrete street pavement were installed between Mystic Shore Drive and the existing concrete roadway at Belt Line Road.
New intersection signal light poles were installed, but not yet activated, at Lakeview Drive and Mansfield Road.
Lakeview Drive at Mansfield Road was reopened. Dirt fill and grading, new water line service switches, drainage concrete headwalls at Lake Ridge Parkway, and other miscellaneous items also made significant progress during the month of June.
During the month of July, we are hopeful for another big month of construction progression.
Work on the westbound bridge over Baggett Branch Creek will continue through July and likely into August.
Hike and Bike Trail construction will be minimal and will not pick up again until after the new street concrete pavement (westbound) has been installed between Baggett Branch Creek and Belt Line Road.
Between Mystic Shore Drive and Belt Line Road, we will continue the Mansfield Road concrete pavement operations. The schedule includes completing Royal Vista Drive and Mystic Shore Drive concrete pavement. Several driveways crossing the paved section of Mansfield Road were left open and not paved. We will be pouring the new street pavement at these driveway “leave outs.”
In mid-July, we will shift the two-way Mansfield Road traffic onto a new section of Mansfield Road concrete pavement, between Mystic Shore Drive to about Robin Road.
Pending electrical service activation, the intersection signal light at Lakeview Drive will begin operation in July.
At this time, our best schedule is to close Lake Ridge Parkway at Mansfield Road in mid to late July. Lake Ridge Parkway access to and from Mansfield Road will be detoured utilizing Lakeview Drive. Lake Ridge Parkway at Mansfield Road closure will facilitate the quickest reconstruction of the intersection while maintaining two-way traffic on Mansfield Road. We will post notifications to “Notify Me – Mansfield Road Construction” as this closure date is finalized.

June 9, 2016 - Mansfield Road Bridge Beam Delivery JUNE 10, 2016
A new bridge crossing Baggett Branch Creek is being constructed on Mansfield Road between Mystic Shore Drive and Lake Ridge Parkway. The bridge beams are scheduled to be delivered on Friday, June 10, 2016, and will be unloaded from the through traffic lanes of Mansfield Road. Please expect traffic delays as two-way traffic will be reduced to one lane with flagmen staging traffic around the delivery truck, one way at a time.
As the beams are unloaded, there will be times when both lanes of traffic will be restricted.
If plans stay according to schedule, the delivery will take place and be completed between 9:00 am and 3:00 pm.

June 2016 - Project Update and Schedule
Recent rains have delayed some scheduled construction activities. Probably most notable is the installation of new signal light structures at the intersection of Lakeview Drive and Mansfield Road has been rescheduled for mid-June. Overall, we are still on schedule for project completion in fall 2017.
As weather allows, we will placing concrete street pavement on the south side of Mansfield Road, roughly between Mystic Shore Drive and Lakeview Drive. In this area, the street subgrade work has been completed, and forms and reinforcement bars have been installed.
Bridge beams crossing Baggett Branch Creek are scheduled to be installed during the month of June. These beams are being manufactured in the San Antonio area and will be trucked to the project. The plan is to unload the delivery trucks, one bream at a time, from the adjacent traffic lane of Mansfield Road. Between 9:00 am and 3:00 pm the day of delivery, traffic will be staged one lane at a time around the delivery truck. There will be multiple brief periods of time when all Mansfield Road traffic will be halted.
As the bridge beam delivery date is finalized, we will utilize Notify Me to send out a general alert of the anticipated construction traffic delays. At Lake Ridge Parkway south of Mansfield Road, we will continue to work on extending the drainage box culvert and constructing concrete headwalls.
At Royal Vista Drive, we will continue to work one side at a time installing new concrete pavement.
On the south side of Mansfield Road, between Royal Vista Drive and Belt Line Road, we will begin street subgrade preparation. Most of this area subgrade will be stabilized by mixing lime into the soil. There will be a series of related construction operations: placing the lime, mixing the lime, remixing the lime a few days later, and then trimming and compacting the subgrade. These construction operations will be followed by installing about 2-inches of asphalt and constructing the new concrete pavement. This lime stabilization process will begin in June. Weather permitting, the concrete pavement installation is anticipated to begin in July.
We have installed the first 200-foot section of the 12-foot wide hike and bike trail. The trail runs along the north side (Cedar Hill State Park side) of the project. During the month of June, we are hopeful to install much of this trail between Anderson Road and Baggett Branch Creek.
AT&T contractors will continue installing facilities along Mansfield Road between Royal Vista Drive and Belt Line Road. This utility work is anticipated to continue through July.

May 1, 2016 - Project Update and Schedule
About mid-May, the installation of signal lights is scheduled to begin at the intersection of Lakeview Drive and Mansfield Road. Between Lakeview Drive and Anderson Drive, new street subgrade work will continue and we are hopeful to install new concrete street pavement at various locations along this stretch of the project.
Work operations will continue on the bridge over Baggett Branch Creek. We have one remaining bridge pier to be installed on the western bridge abutment. Lots of work remains to be completed before we will be able to switch traffic over to the new bridge.
Between Belt Line Road and Royal Vista Drive, the new water lines have been installed and pressure tested. Construction in this area has been limited pending the collecting of water samples from the new line which pass drinking water requirements. You may notice at various locations the water lines are being flushed out. This water line flushing is standard operations with new water line construction. Once the new water line passes testing, we will switch the residential water service from the old line to the new line.
AT&T is continuing the installation of new underground facilities. For the next week or two, this work is anticipated to continue on the north side of Mansfield Road between Robin Road and Royal Vista Drive.

April 19, 2016 - Lakeview Drive CLOSED
Beginning Tuesday, April 19, 2016, Lakeview Drive will be closed in both directions at Mansfield Road. Left and right turns from Mansfield Road to Lakeview Drive are closed. In addition, access to Mansfield Road directly from Lakeview Drive is closed. No traffic will be allowed on Lakeview Drive between Mansfield Road and Mountain Lakes Drive.
Two-way traffic will be maintained on Mansfield Road.
Lake Ridge Parkway can be utilized to access the non-closed portion of Lakeview Drive.
With fairly cooperative weather, the construction schedule in to install the new concrete pavement on the closed half of the intersection of Lakeview Drive and Mansfield Road. This new pavement includes about a 200' section of both sides of Lakeview Drive adjacent to Mansfield Road. Following the installation of this pavement, intersection signal lights are scheduled to be installed. The schedule is to reopen Lakeview Drive on or about June 6, 2016. Once Lakeview Drive is reopened, the plan is traffic will be driving on new pavement through the intersection.

April 6, 2016 - Wrong Way Traffic on Lakeview Drive - Police Enforcement
As part of the Mansfield Road construction, northbound Lakeview Drive between Mountain Lake Drive and Mansfield Road is closed. This street closure effectively eliminates direct access from Lakeview Drive to Mansfield Road. Traffic detours to Lake Ridge Parkway to access Mansfield Road have been installed.
The City has received reports of vehicles ignoring the road closure signage and driving the wrong way into the opposing south bound Lakeview Drive traffic lane.
Please be aware, the City will be increasing the police presence with the intent to issues citation(s) to wrong way drivers.

April 1, 2016 - Update and Schedule
The overall traffic detour configuration is not anticipated to change during the month of April. However, the detour paths are anticipated to be modified several times. For example, eastbound traffic on Mansfield Road (towards downtown Cedar Hill), between Mystic Shores Drive and Royal Vista Drive, will be switched over to driving predominantly on a new asphalt surface. Expect multiple changes in the detour path as we switch traffic back and forth to accommodate various construction areas along the project.
General street excavation, installation of street pavement subgrade base and sections of new street pavement will continue along Mansfield Road between Anderson Road and Lakeview Drive.
Bridge construction over Baggett Branch Creek will continue.
The majority of the underground water line, sanitary sewer line, and storm drainage line improvements are anticipated to be completed by the end of the month. There will still be various minor work associated with these utilities.
AT&T relocation will be ongoing.

March 15, 2016 - Northbound Lakeview Drive access to Mansfield Road to Close
Beginning Wednesday, March 16, 2016, Lakeview Drive access to Mansfield Road will be closed. Northbound Lakeview Drive between Mountain Lake Drive and Mansfield Road will be closed. Traffic normally utilizing this section of Lakeview Drive to access Mansfield Road will be detoured over to Lake Ridge Parkway to access Mansfield Road. Access to southbound Lakeview Drive from Mansfield Road will remain open.

March 1, 2016 - Update and Schedule
Lakeview Drive to Anderson Road:
The first of multiple phases of permanent reinforced concrete street pavement has been installed. Later this month, traffic will be driving on sections of the new street pavement. Once traffic is moved onto the new pavement, the adjacent old road will be removed, old subgrade excavated down, and then the process of installing new street sub base material will begin.
*Pavement steel on Mansfield Road.
At Baggett Branch Creek, we will begin drilling and installing bridge piers.
Water line installation will continue in the general area between Baggett Branch Creek and Lakeview Drive.
The drainage culvert under Lake Ridge Parkway will be extended, and new upstream and downstream headwalls will be installed.
In April/May, it is likely we will be working on the Lake Ridge Parkway and Mansfield Road intersection pavement. During construction of this intersection, Lake Ridge Parkway will be closed at Mansfield Road. More information regarding this closure will be posted to this web page as this phase of the construction schedule is refined.
Lakeview Drive to Belt Line Road:
Water line and storm drainage improvements will continue to be installed at various locations throughout this reach of Mansfield Road.

Feb. 4-5, 2016 - Nighttime Sanitary Sewer Work
Thursday night, February 4, through the morning of Friday, February 5, 2016, the Mansfield Road construction contractor will be working through the night making modifications to the sanitary sewer system along Mansfield Road. This work must be performed at night while sanitary sewer usage is low.
This night construction will take place at the following locations:
- Adjacent to Mansfield Road, just east of Lake Ridge Parkway; and
- Adjacent to Mansfield Road, just west of Baggett Branch Creek.
We do not anticipate temporary road closures associated with this work, other than construction equipment periodically crossing the road.

Feb, 1, 2016 - Update and Schedule
Tiseo Paving Company will continue various construction operations along the project, including water main, sanitary sewer main, and storm drainage improvements. We will also continue moving dirt and forming the new roadway subgrade.
This month, we will be installing additional temporary concrete pavement in the area generally between Robin Road and Royal Vista Drive. At some point, through traffic will be switched to this temporary pavement. Franchise utility relocations (none City owned) also continue. The majority of the utility poles on the north side (State Park side) of Mansfield Road, between Anderson Road and Lakeview Drive, have been removed. Many thanks go out to Oncor Electric, AT&T, and Time Warner Cable for their cooperation and coordination.
This month, weather permitting, we are hopeful to begin installing cement treated base (CTB) and an asphalt layer which will form the substructure for the new street pavement. This will be the first of many phases of pavement operations which will take place on the project. As hoped, this subsurface structure will be installed along the north side of Mansfield Road, generally between Anderson Road and Baggett Branch Creek. In addition, we are hopeful to begin the construction of the north side bridge which will span over Baggett Branch Creek.
Increase in Construction Truck Traffic on Mansfield Road
Please be aware if things go as hoped including cooperative weather, this month will see a marked increase in the amount of construction operations equipment and materials moving on Mansfield Road. Construction materials will be trucked to the construction yard on Anderson Road. These materials will be mixed at the construction yard and delivered and installed along the project.
Upcoming Construction Phasing - Lake Ridge Parkway and Mansfield Road Intersection
The City of Cedar Hill continues to work with the contractor to explore the safest, most efficient ways to construct the improvements. The Lake Ridge Parkway half of the intersection with Mansfield Road has numerous challenges including a complicated configuration with dedicated left-turn lane bays, installation of signal lights, and multiple construction phases of subgrade preparation, substructure installation, and final reinforced concrete pavement.
To facilitate this construction in the safest manor, including minimizing multiple rerouting of traffic through the intersection, the Lake Ridge Parkway leg of the intersection will be temporarily closed. Traffic along Mansfield Road will remain open in both directions. Lake Ridge Parkway traffic will be temporarily detoured onto Lakeview Drive to and from Mansfield Road. The traffic signal light at the intersection of Mansfield Road and Lakeview Drive will be installed and will be operational prior to this temporary closure. If weather conditions cooperate and all goes well, this closure should not be more than 6 to 7 weeks. This proposed work/closure is likely still a few months away. The City will look at a traffic managemnet system to be installed at Lakeview Drive and Mansfield Road prior to detouring Lake Ridge Parkway traffic onto Lakeview Drive.
Monument Update
The Mansfield Road Improvements project includes the installation of a signature "Cedar Hill" monument structure to be installed in the median of Mansfield Road at Lake Ridge Parkway. On the January 12, 2016, Cedar Hill City Council agenda, consent item 3 was a briefing on a proposed Citywide signage program which could set standards for landscape sign monuments throughout the City. It is anticipated that City Council will take formal action on this matter. This action could include the reconfiguration of the proposed Mansfield Road monument.

Jan. 1, 2016 - Update and Schedule
We will continue to work on installing water mains, sanitary sewer mains, and underground drainage improvements at various locations. Our main focus for these utility improvements is the area between Anderson Road and Lakeview Drive. AT&T and other franchise utilities, none of which are City-owned, are also working at various locations with the main focus of work on the Lakeview Drive to Belt Line Road portion of the project. The goal is for work to progress along the entire length of Mansfield Road.
Excavation and placing fill to form the new roadway grade and amenities improvements continues. Excavation on the hill between Lakeview Drive and Royal Vista Drive has begun. (Please see photos below.)

Dec. 21, 2015 - Lakeview Drive is Now Open
As of December 11, 2015, paving improvements on Lakeview Drive are complete and the roadway is now open.
Please note, approximately the first 200 feet of Lakeview Drive, starting from Mansfield Road, will be replaced with the adjacent Mansfield Road paving operation.

If you have not already, please consider signing up with Notify Me® to receive text and/or e-mail notifications regarding the Mansfield Road Project. Certain aspects of the construction will require traffic restrictions, and the City will utilize Notify Me® to provide advanced notifications.
We have completed the first half of the Lakeview Drive paving improvements. Traffic has been switched over to the repaired side of the street, and construction is well underway on the second half of Lakeview Drive. We are hopeful to complete the Lakeview Drive improvements before February 2016.
As a point of clarification, approximately the first 200 feet of Lakeview Drive, starting from Mansfield Road, will be replaced with the adjacent Mansfield Road paving operation.
We have installed the first of many traffic detours on Mansfield Road, and will continue moving dirt and performing various utility work throughout the project. In December, we will begin installing underground utilities crossing Mansfield Road. There are about 18 major utilities crossing Mansfield Road, including water mains, sanitary sewer mains, and storm drainage pipes. During the utility crossing installation, Mansfield Road traffic will be restricted to one lane with flagmen/flag women staging one directional traffic around the construction. These traffic restrictions will generally be limited from 9:00 a.m. to 3:00 p.m. Please look for notifications via Notify Me.
Contractors for Oncor will continue working on relocating electrical lines. AT&T contractors will continue with underground utility conduit installation along Mansfield Road between Lakeview Drive and Belt Line Road.

Certain aspects of the construction will require traffic restrictions, and the City will utilize Notify Me® to provide advanced notifications of scheduled restrictions.
Late October rains, and related muddy constructions site, has limited some construction activities. Periodic rains are anticipated to continue.
During the month of November, weather permitting:
- We will continue installing (dirt) fill and working on subgrade for the installation of temporary pavement on Mansfield Road between Lake Ridge Parkway and Lakeview Drive, on the south side of the roadway. Once the subgrade preparation work is complete, temporary traffic lanes will be installed. Placement of the pavement operation will require temporary Mansfield Road lane restrictions, which are anticipated to take place over several days, between the hours of 9:00 a.m. and 3:00 p.m. Notify Me® advanced notifications will be sent prior to the restrictions.
- An underground water main and underground sewer main will be installed crossing Lake Ridge Parkway, just south of the Mansfield Road intersection. This construction will require closing one side of Lake Ridge Parkway and will shift two-way traffic to one side of the street. (Similar to what is taking place on Lakeview Drive, between Lake Ridge Parkway and Mansfield Road.) Once the underground utility construction is complete on the closed half of Lake Ridge Parkway, two-way traffic will then be switched to the other side of the street and the utility construction crossing Lake Ridge Parkway will continue. Once these utility crossings are complete, both sides of Lake Ridge Parkway will be reopened.
- The Lake Ridge Parkway half-street closure will take pace roughly between Mansfield Road and Lakeview Drive. If things go well, the Lake Ridge Parkway traffic detour will take place over an approximate four (4) working day period.
Along Mansfield Road, between Lakeview Drive and Belt Line Road, we will continue working on utilities, moving dirt, and removing trees.

Oct. 22, 2015 Update
Predicted rain has rescheduled Mansfield Road construction. Mansfield Road construction related traffic restrictions, previously scheduled to begin Thursday, October 22, 2015, have been rescheduled to begin Tuesday, October 27, 2015. This assumes cooperative weather takes place Sunday and Monday, and the ground is not too muddy.

Oct. 19, 2015, through Oct. 24, 2015 - Scheduled Construction Operations
As a friendly reminder, the speed limit with in the Mansfield Road construction project has been reduced to 35 MPH.
On Mansfield Road generally Lake Ridge Drive and Mystic Shore Drive:
Thursday, October 22, 2015, temporary concrete street pavement will begin being placed abutting the south side of the existing street pavement. This construction activity will require one of the two lanes of traffic to be closed. Between 9:00 a.m. and 3:00 p.m., Mansfield Road traffic will be staged one direction at a time around this construction. Flagmen will hold traffic back as opposite direction traffic is allowed to drive on the one lane around the construction. Please expect delays.
This one lane traffic restriction is anticipated to continue through Thursday, October 29, 2015. This assumes construction friendly weather continues and multiple other activities occur as scheduled.

Following the installation of this temporary street pavement, traffic will be shifted onto the temporary pavement, and construction will take place on the north side of the road, within the area of the currently existing road.
Various other construction operations are underway including:
- Lakeview Drive street repairs will continue. Localized street repair - street concrete replacement - is anticipated to begin this week. Localized street failure pavement removal and subgrade work will continue at other locations along Lakeview Drive.
- Waterline replacement on Anderson Road will continue.
- General tree clearing will continue on the north side of Mansfield Road.
Oct. 2, 2015
Work on Mansfield Road and Lakeview Drive is picking up momentum this week. Paving work on Lakeview is narrowing to one lane in places.
Cedar Hill police will be monitoring traffic on Mansfield Road to be sure everyone is observing the lower 35 mph speed limit in the construction zone from the Ninth Grade Center to the Joe Pool Lake bridge. Be alert to flag men in the area assisting drivers and construction equipment who have to share the road. Safety is a pirmary concern. Please allow for extra time when driving on Mansfield Road.

September 2015
This project was advertised and the bids were received on June 30, 2015. The apparent low bid is within the budget. The construction contract for this project was approved by the City Council on August 11, 2015, and construction began September 28, 2015.
Franchised utilities have already begun relocating their facilities.
Engineer cost estimates for construction of roadway, hike and bike trail, landscaping, and water/sewer improvements is approximately $20.3M, including sewer and water line improvements.
Dallas County and the City of Cedar Hill are participating in a partnership to fund the design and construction of the project. The improvements include widening of the roadway from an existing 2-lane to a 4-lane divided roadway with new paving, drainage, landscaping, street lighting, a hike and bike trail, and dedicated bike lanes. These improvements are proposed to be made within a 130’ right-of-way which is based on the city-approved Thoroughfare Plan.
On January 29, 2013, the City Council provided direction for the horizontal alignment for the roadway within the proposed 130-foot right-of-way (ROW). As part of the city’s Parks, Recreation, Trails & Open Space Visioning Master Plan, a new 12-foot hike/bike trail is proposed to be constructed along one side of the roadway. The other side of the roadway will have a 6-foot wide sidewalk. Stormwater runoff is contained in bioswales as opposed to curbing. The bioswale areas between each paved surface will establish pedestrian buffers, added landscaping, and a traffic calming impact for vehicles. Further, the outside lanes include additional shoulders for bike lanes, for each direction.
